National Scientific Conference: "Legal Reform and the formation of the State apparatus under the regime of King Le Thanh Tong - Historical and Contemporary Values"

On the morning of March 4^th, 2017, on the occasion of 520^th anniversary of King’s death, with the permission of the Prime Minister, the Ministry of Justice in cooperation with Thanh Hoa Provincial People's Committee held the National Science Conference "Legal Reform and the formation of the State apparatus under the regime of King Le Thanh Tong - Historical and Contemporary Values.”  Hong Duc University (HDU) was assigned the task of jointly hosting the conference.

The conference were attended by former Party General Secretary Le Kha Phieu; Mr. Uong Chu Luu, Member of the Central Committee of the Communist Party of Vietnam, Vice Chairman of the National Assembly; Leaders of the Ministry of Justice, ministries, agencies and nearly 300 delegates from judiciary bodies, representatives of law and history, experts and scientists and social activists. On the side of Thanh Hoa province, there are leaders of the provincial Party Committee, the provincial People's Committee; Hong Duc University has been assigned by the provincial People's Committee to prepare for the conference; The HDU delegation consists of Assoc.Prof.Dr. Nguyen Manh An – the Rector, and the legions of staff/students of Political Theory - Law Faculty and Faculty of Social Sciences.

In the history of Vietnam’s feudalism, the Hau Le dynasty was recognized as a period of prosperity and comprehensive development. Under the reign of King Le Thanh Tong, the country gained outstanding achievements in law reform, administrative reform, building and improving the state apparatus. The Hong Duc Code was created in this period, which is seen as a precious national heritage. Theoretical and practical values ​​in legal reform and the state apparatus under King Le Thanh Tong suggest many valuable lessons and experiences in our country's current legislative, executive administration.

At the conference, the delegates made the speeches, focusing on the life and achievements of King Le Thanh Tong; On building national political institutions, national governance; On the policy of searching, fostering and rewarding talents . Speeches and comments at the conference also mentioned much about the promotion of heritage values ​​such as humanist ideology - for human beings, means of peace preservation; To supplement and increase the teaching duration of law reform under the Le Thanh Tong administration in the system of general education, teaching and learning of local history; expanding the scope of the Le dynasty's legal system, acquiring modern values, building the contemporary laws, etc.

The conference highlighted many of the unique ideas of King Le Thanh Tong, including important thoughts of laws, disciplines, talent value and patriotism, high spirit of nation pride.

Advanced values and experience in legislative reform, the state apparatus under King Le Thanh Tong have been inherited and promoted in the building of a legitimate socialist state of Vietnam of the people, by the people and for the people; To implement the Government's direction of integrity, development and action. To improve the quality of law making in accordance with practical needs; To calculate long-term vision and improve the legislative techniques; To improve the sense of observance, respect the rule of law; Law enforcement organization going with building a light and efficient law enforcement apparatus, ensuring national power is implemented uniformly and smoothly; There is a mechanism for controlling power, the process of performing duties. To attach importance to detecting, fostering and employing talents; Bringing the Party's guidelines and the State's law on staff’s work in the spirit of the documents of the 12th Congress.

Previously, the leaders of the Ministry of Justice, delegates attending the conference paid a visit to the Lam Kinh historical relic in Tho Xuan district, Thanh Hoa province, paying tribute to the great merit of the King Le Thai To, King Le Thanh Tong and other talented people who made a great contribution to country development.
