Hong Duc University was established by the Decision No. 797/ TTg issued by the Prime Minister on the 24th September 1997. The university was founded on the basis of three separate colleges of Thanh Hoa Province namely: The Teacher Training College, the Economics & Technology College and the Medical College. In September 2004, the Prime Minister declared the Medical College independent from Hong Duc University.

As a public, multi-discipline, and multi-branch institution in Vietnam Higher Education System, Hong Duc University is attached to the People's Committee of Thanh Hoa Province and under the authority of the state management from the Ministry of Education anf Training (MoET) and other Ministries and Central Organizations within their relevant functions and power.

Hong Duc University now has two campuses in Thanh Hoa City:

Campus 1: 307 Le Lai road, Dong Son ward, Thanh Hoa City

Campus 2: Quan Nam, Dong Ve ward, Thanh Hoa City

FUNCTIONS AND RESPONSIBILITIES:

- To train scientific and technological cadres up to a four-year degree standard to meet the socio-economic development requirements of the Province and the neighboring provinces.

- To conduct research into the applied sciences and technological transfer in service of the socio-economic development of Thanh Hoa Province and the country.

MISSION:

For the period of 2006-2010, Hong Duc University has been assigned a task by the Government, Thanh Hoa Provincial People’s Committee, and Ministry of Education and Training, to train and co-operate in training better quality postgraduates.

Since 2006, HDU has been one of the 19 universities in the country to apply the Quality Management System in education and training based on the ISO9001:2000. In particular, sinceVietnam joined the WTO and GATS, HDU is committed to constantly promoting the quality of training highly - qualified graduates of science, technology, and management to ensure the successful integration with the region and the world.

VISION:

Hong Duc University will be a reliable and prestigious institution for training, scientific research and technological transfer to hold pace with the regional and international universities’ capacity in the year 2010.

DEVELOPMENT DIRECTIONS:

- To continue investment for the task of training and upgrading HDU’s staff of faculty members and professionals.

- To focuse the mobilization of all resources on investing in the infrastructure to meet the demand in improving the training quality, expanding the scope of training, speeding up the international co-operation, and training highly qualified staff.

-   To constantly strive to build Hong Duc University into the center of training four-year degree standard programs, scientific research and technological transfer to hold pace with the big universities’ capacity in the country. This will efficiently contribute to the process of industrialization and modernization of Thanh Hoa Province and Central Vietnam

University’s Party Committee and other Organizations:

Hong Duc University has its Party Committee, Trade Union, Ho Chi Minh Communist Youth Union, Students’ Association, Veterans’ Association, Learning Encouraging Association.

STAFF:

Currently Hong Duc University has 658 staff members, of which there are 3 senior experts, 105 senior faculty members, 315 faculty members, and 62 teachers. Hong Duc University has 32 staff members holding Ph.D. Degrees and 189 holding Master’s Degrees. At present, more than 77 staff members are studying for their Master’s degrees and Ph.D. degrees in Viet Nam and overseas.

Currently Hong Duc University has 658 staffed members including 542 faculty members. Hong DucUniversity has 32 staff members holding Ph.D. Degrees and 189 holding Master’s Degrees. At present, 55 staff members are studying for their Master’s degrees and Ph.D. degrees in the country and overseas.

HDU has been carrying out many policies of supporting and encouraging staff members to refresh or upgrade their professional development as well as their English and computing skills up to higher levels. 

In addition, every year the best of our graduates are hired by Hong Duc University and systematically trained both in Vietnam and abroad. This is an invaluable contribution to a cutting - edge University staff.

HDU’s annual training scope consists of 15,000 students including 6,000 full time and 4,000 part time.

ACTIVITIES OF SCIENCE & TECHNOLOGY:
     The Resolution of the sixth Plenum of the Party Central Committee (Ninth Tenure) affirmed that Education and Training development together with Science and Technology development are the first national policies and motivation for speeding up the country’s industrialization and modernization process. Hong Duc University has defined the Science and Technology tasks to be one of the key activities of the University’s strategic development.

The University’s scientific and technological tasks mainly focus on such major activities as the research works and scientific projects implemented by faculties and students, movements to promote innovation and techniques, compilation and translation of teaching materials, curriculum construction, transfer of technological advances, etc.

In the past years, the University’s scientific and technological activities have attracted a great number of faculty staff and students. The performance of the research works and scientific projects is expanded every year and co-ordinately carried out at all the Academic Divisions of the Faculties and Departments of the University. There are more and more high level applied research works and scientific projects (Ministerial and State levels). The contents focused in these projects and works aim to improve the training quality, management quality of the University, especially the establishment of objectives, curriculum, content innovation and training methods towards academic majors which are offered by the University. In general, the scientific and technological activities of the University have partly met the demand of the socio-economic development of Thanh HoaProvince and have been widely applied in the local conditions.

          OBJECTIVES FOR DEVELOPING SCIENCE AND TECHNOLOGY:

- To build up Hong Duc University into the Center for Applied Science and Technology of Thanh Hoa Province.
- To perform activities of scientific research, applying and developing technology, and partake in solving other socio-economic issues of the Province.

        - To implement services of science, technological transfer, and business and production, which are suitable for the academic fields of the University.

        - To do scientific research in order to improve the training quality of the University.

DIRECTIONS FOR DEVELOPING SCIENCE AND TECHNOLOGY:

        - To build up potential for developing the Science and Technolgy of the University. To press up ahead the training and improvement of strengthened staff faculties and managers so that they can effectively develop the University and meet the demand and tasks assigned. To target 60% upwards of the staff faculties holding MA and PhD degrees, of which 15% account for Ph.D. Degrees and some will be breveted Assoc. Professors.

- To build up Centers for Research, Services, and Tehnology Transfer.

       - To consolidate and improve the working capacity of Science Councils of Faculties and Divisions; to promote the students’ scientific research with the aim of transforming the training process into the self-training process; to give due attention to basic research in natural sciences, social sciences and humanities, and research in Agriculture-Forestry and Fishery related to the socio-economic development of Thanh Hoa Province.

- To develop and apply Information Technology effectively in the University’s management work with effective softwares, as well as to complete the website of the University.

- To establish the cooperation in scientific research and technological transfer with foreign partners as well as scientific research and technological organizations in Vietnam from their central levels to local levels and to production sectors.

INTERNATIONAL CO-OPERATION ACTIVITIES

The University has paid a special attention to international co-operation. Our international co-operation activities have helped reinforce the international integration of the University towards foreign partners in the fields of education and training, academic exchange, scientific research and new technology to avoid the risk of lagging behind.

Since 1997 HDU has established collaboration with the following foreign institutions and universities: Columbia University (CU-US), Rutgers University (RU-US), Lansing Community College (LCC-US), Tidewater Community College (TCC-US), Olds College (OC-Canada), Selkirk College (SC-Canada), University College of the Fraser Valley (UCFV-Canada), Rajamangala University of Technology Suvarnabhumi (RMUTSB-Thailand), Rajamangala University of Technology Thanyaburi (RMUTTY-Thailand), Rajamangala University of Technology Krungthep (RMUTTK-Thailand), Vrije Univeriteit Brussel (VUB-Belgium), Chuxiong Normal University (CNU-China), Yunnan Normal University (YNU-China), Guangdong Ocean University (GOU-China), CIDA (Canada), Health Volunteers Overseas (HVO-US), World University Service of Canada (WUSC), Project Trust (UK), British Council, Vietnam-Australia Training Project (VAT), Save the Children/ Japan (SCJ), Australia Educational International Center (AEI), Frendship Association between Chaville City (France) and Thanh Hoa City (Vietnam), ANESVAD (Spain), Cyberlynx Vietnam, IDP - Australia, and Hua Phan Province (Laos).

Up to now, HDU has sent more than 130 participants; both faculty members and students, to attend short term and long term professional development courses, seminars, workshops, study tours both in the country and in Thailand, Canada, Sweden, Japan, Malaysia, Singapore, China, Britain, Germany, New Zealand, Ausralia, Fiji, the USA, France, Laos, and Belgium. These activities were sponsored mainly by the international projects, such as: the Agricultural Education Center (AEC project - Canada), Vietnam Higher Education Project funded by World Bank, Lower Secondary Education Development Project (funded by ADB), Lower Secondary Education Teacher Training Project (funded by ADB), Project of Drug Prevention Education in Teacher Training Institutions (funded by UNDP), Health and Family Planning Project (funded by the Vietnam Government and other foreign organizations), Cooperative Project between HDU and TCC (US) in constructing the Vietnam Studies Curriculum; and also by international organizations such as: CIDA, WUSC, HVO, British Council, VAT, SAREC/ SIDA, AOTS, AEI, SSEAYP and other programs and projects such as 322 Project funded by Vietnam Government and other universities overseas.

        Up to the academic year 2006-2007, HDU has received more than 390 international guests (mainly from: Laos, Thailand, Malaysia, Australia, France, the USA, Canada, Hungary, Britain, Japan, China, Germany, Spain, Holland, and Belgium) to come to visit, work and/or study at Hong Duc University, especially 24 English Volunteer Teachers from Project Trust - UK (20 teachers), WUSC - Canada (3 teachers), UCFV - Canada (1 teacher) and 53  students from Hua Phan Province, Laos (17 majored in English and 36 now study Computing, Natural Sciences, Business Administration, Accounting, and Agriculture).

 * OBJECTIVES FOR DEVELOPINGINTERNATIONAL CO-OPERATION

- To contribute to the building of potential for the training and improvement of the staff of science and technology and managers for the University and Province. 

- To reinforce the support of material basis for the task of education and training and scientific research; to establish and equip the modern and coordinated labs; to further provide new and modern equipment to meet the demand of the University’s training and scientific research.

- To enhance the exchange of information of science and technology with partners overseas to serve the University’s training and scientific research.

- To exchange science and technology staff , managers and students (such as inviting foreign experts, exchange of scientific research results).

- To contribute to the overall development of the University to meet the requirements of Higher Education Accrediations regulated by the Ministry of Education and Training.

DIRECTIONS FOR DEVELOPING INTERNATIONAL CO-OPERATION        

          - To foster the international integration of the University towards foreign partners in the fields of education and training, academic exchange, scientific research and new technology to avoid the risk of lagging behind.

- To consolidate and improve the University’s international relations staff, helping them raise their sense of initiatives and innovation in finishing their work effectively. 

- To remain and develop the relationships which have been offically established with the international organizations and institutions; and to concretize the cooperative programs available with them.

        - To cooperate to seek for funds and scholarships to send faculty members and students to study and research overseas.

        - To effectively manage and promote the use of existing equipment and materials which are provided by the international organizations.

        - To continue the good organization and management of the foreign study tours, especially in China, Thailand, Malaysia and Singapore.

        - To well manage visiting guests at HDU, especially Laotian Students and English Volunteer Teachers.
