General introduction

Division of Science and Technology Management, formerly known as the Office of Science Management and International Cooperation, undertakes two main missions: science & technology management; laboratory equipment & international cooperation management

MISSION

Division of Science & Technology Management is in charge of managing and advising high quality science & technology activities in support of the academic excellence and university development and in response to eco-social development of Thanh Hoa province.

The Division of Science and Technology has strived to take the lead in management works, training a cadre of officers with high expertise, professionalism and dedication to effectively meet the university requirements; the division has also committed to perform lots of regional –level tasks.

        FUNCTIONS AND RESPONSIBILITIES

(Pursuant to Decision No. 826/QĐ-ĐHHĐ, July 14, 2010, by the Rector of Hong Duc University)

Function

Counsel the Board of Rectors on the activities in the fields of science and technology; take responsibility for conducting the works of scientific research, technology transfer, experience initiative, innovative ideas, intellectual property and scientific publications under the supervision of Science and Training Council, Hong Duc Univeristy.

Responsibilities

          - Design the plans for scientific research and applied science and technology (long-term, medium-term and annual); Act as the focal point in promoting research activities, scientific application and technological development under the supervision of Science and Training Council, Hong Duc University.

          - Complete the rules and regulations on HDU’s science and technology activities; To organize, execute and integrate scientific management systems and programs into the University.

        - Conduct scientific subjects and projects at all levels; monitor the implementation progress and perform the acceptance of scientific research subjects & projects and other relevant activities. Cooperate with related units to advise Board of Rectors on the S & T activity plan in accordance with the regulations of the People's Committee of Thanh Hoa province; manage scientific records of staff/faculty.

- Organize and manage seminars and conferences on science and technology; propose praising individuals and groups for their outstanding achievements in scientific research.

- Direct and manage scientific research activities among students; assume the prime responsibility for publishing scientific journals and managing other scientific publications;

- Cooperate with other relevant units to expand the cooperation in research and technology transfer to agencies, enterprises and scientific and technological organizations across the country; manage scientific research activities and develop scientific and technological services.

- Partner with the Division of Planning and Finance to manage the scientific and technological transfer budget; inspect and examine scientific and technological activities as prescribed.

- Monitor and implement the creative idea activities of staff/students and experience initiatives of staff/faculty.

- Operate under the supervision of HDU’s Science and Training Council

    QUALITY OBJECTIVES

1.    To advise on the promulgation of scientific & technological activity plan before August 15, 2017; At least 90% of S & T activities are implemented as planned.

2. 100% of S & T activities are conducted in line with the process and regulations; 100% of scientific research subjects at grass-roots level or higher will be evaluated and accepted unbiasedly and 90% accepted on time.

3.  Inspect once every six months the implementation of all S&T subjects and projects at the grassroots level or higher.

4.   Perform 2 state-level science and technology tasks; 5 ministerial-level subjects, 5 provincial-level subjects and projects and 45 grassroots-level subjects and projects; hold one national conference and at least two inter-institutional conferences during the year,                   

5. Advise on solutions to S & T activities so that 100% of staff/faculty is able to accomplish scientific tasks as prescribed.

6.  The number of articles and works published in scientific journals increase by at least 7%; Publication of at least 6 scientific journals, including 01 in English; Revenues from scientific research and technology development increase by 7-8% in comparison to the 2016-2017 academic year.

7.  Satisfaction of staff/faculty with the S&T organization and management is 85% or more; the satisfaction level of staff/faculty with work ethics, expertise and responsibility of the Head reached 90% or more.

8.  Define risks in accordance with its function, task and plan to prevent unexpected results; 100% of officers commit to implement the quality management system ISO 9001: 2015; 100% of inappropriate issues in the system are corrected timely and under a specific process.

  HISTORY

Division of Science and Technology Management, formerly known as the Office of Science Management and International Cooperation, undertakes two main missions: science & technology management; laboratory equipment & international cooperation management.

- In 1995, due to development requirements, laboratory equipment management section was separated to establish the division of equipment and materials

- In 2004, The Division of Science Management and International Relations was renamed the Division of Management Science and International Cooperation.

- On July 14, 2010, the Rector of Hong Duc University issued Decision No. 825 / QĐ-ĐHHĐ on the establishment of the International Cooperation Division, based on the separation of international cooperation section and the Division of Science and Technology Management was officially founded.
