COOPERATION PROGRAMS WITH ZIELONA GORA UNIVERSITY, POLAND: RESULTS OF COOPERATION ACTIVITIES FOR THE PERIOD 2012 - 2019 AND THE ORIENTATION OF COOPERATION IN THE NEW STAGE

On July 16, 2020, Hong Duc University hosted and had a workday with Prof.Dr.Sc. Cao Long Van, representative of Zielona Gora University, Poland (ZGU), under the plan of cooperation between the two universities. On the side of HDU, there was Associate Professor, Dr. Hoang Thi Mai, Vice President - chaired the meeting, and representatives from some functional Divisions and training faculties. The goal of the meeting was to review and evaluate the effectiveness of the cooperation in the period from 2012 to 2019 and determine the direction of cooperation in a new period to improve the efficiency of collaboration between the two universities. The meeting results are as follows:

 1. Evaluating the effectiveness of the cooperation of the period 2012 - 2019

1.1. Cooperation milestones:

The two universities have established the relationship and have implemented many productive activities, such as:

- 2012: Signed MOU to cooperate in the fields of student exchange, implement 1 + 3 joint training program, and coordinate scientific research.

- 2013: Signed a 1 + 3 joint training program contract for students who take the entrance exam in A, A1 group, and first-year students majoring in physics at Hong Duc University and meet the B2 English language requirement.

- In 2015: ZGU supported Hong Duc University in applying for the Erasmus Plus scholarship package successfully.

- In 2017: HDU implemented the training program in the form of 4 + 1 following the European standards program

- In 2019: HDU was approved for a provincial project. Cooperation activities between two universities focused on the research of the Optical Fiber Research Group of the Faculty of Nature Science.

1.2. Cooperation results

- Regarding the "Joint project for training high-quality human resources of Thanh Hoa province": HDU has dispatched 12 people to ZGU, including 04 lecturers of HDU. All students have completed the training program.

Cooperation with Hong Duc University:

  - Thirteen delegations from ZGU University have visited and worked at HDU to have lectures under the Erasmus Plus program, organize seminars in physics, enroll students in the Erasmus program participate in scientific research with Photonics Research Group.

- Nine delegations of HDU have worked, and studied in Poland.

- The Erasmus Plus program, which started in 2015, has had specific results:

05 lecturers, 02 staff, 01 doctoral student, 02 graduate students, and 02 students have been granted the Erasmus Plus program scholarships to study from 1 week to 5 months in Poland.

In 2018, HDU’s lecturer Nguyen Thi Hue, with the support of Prof. Dr. Cao Long Van, received a Ph.D. scholarship from the Polish Science Foundation of the European Development Fund under the Smart Development Cooperation program to study at Warsaw University from 2018-2022.

- 4 + 1 Joint Training Program: in 2019, HDU enrolled and dispatched 02 students to study at ZGU, This program provided ideal learning and research opportunities for HDU students in the European Union

- Coordinate in the process of conducting the research on the provincial project "Researching to build experimental training models on Optical Fibers associated with the development of scientific research activities and international cooperation at Hong Duc University." The two sides researchers have published 02 articles, attended the 10th international conference on optics and spectroscopy; 04 articles published in journals with ISI score. The research team plans to release two scientific articles in the upcoming time.

2. Cooperation orientation in the next period

2.1. Cooperate in improving the quality of management in universities

- Strengthen the exchange of information, timely support legal and administrative procedures for learners and program participants on both sides;

- Promote the exchange of the senior leaders under the Erasmus Plus scholarship program and other cooperation programs;

2.2. Cooperation in training

- Continue to maintain the 4 + 1 Physics training program. Expand the 4 + 1 program to other disciplines (ex: Mathematics, Education, Computer Science, Law)

- Promote the exchange of staff and students through the Erasmus Plus scholarship program and Polish scholarship programs; expand to groups of students majoring in social science and math.

2.3. Cooperation in scientific research

  Maintaining cooperation in scientific research, successfully implement provincial research projects, building photon research group into a robust research group;

Collaborating in publishing articles in international magazines, journals, and monographs.

Expanding international publications to the field of Social Sciences & Humanities and other areas which is the strength of Hong Duc University.

The two sides agreed to focus on in cooperative activities to facilitate the quality of training and scientific research at Hong Duc University in line with the social development direction in Vietnam and adapt to the world's trend./.
